The People’s Committee of Hanoi issued Official Dispatch No. 455/UBND-KT dated January 30, 2026, on urging the implementation of power projects under the Adjusted Power Development Plan VIII and its Adjusted Implementation Plan.
Accordingly, the Hanoi People’s Committee requires all departments, agencies, local authorities, and power sector entities to clearly identify investment in power generation and grid infrastructure in line with the approved planning as a critical task that must be implemented ahead of demand and given the highest priority. This is to ensure a solid foundation and prerequisites for growth, enabling immediate operation without waiting for the energy supply chain to become fully adequate and reliable, thereby supporting all socio-economic activities, key strategies, spearhead sectors, leading industries and regions, high-technology and high value-added sectors, major infrastructure projects, and large-scale strategic projects. This is aimed at effectively promoting sustained double-digit growth for the city and the country as a whole.
Relevant agencies and units are required to thoroughly uphold the collective and individual responsibilities in performing tasks related to investment in power projects and facilities, ensuring firm and sustainable energy security.
Administrative procedures related to investment policy approval, investor selection, land allocation, compensation and site clearance, architectural and routing agreements, and construction implementation must be handled swiftly, transparently, and comprehensively. Authorities are tasked with actively supporting investors in deploying power generation and grid projects across the city in accordance with approved plans and in compliance with current laws, while regularly reviewing progress, evaluating implementation results, and demonstrating proactive, flexible, and innovative approaches.
For key and priority energy projects and facilities approved by competent authorities, the city will apply a “green lane” mechanism to expedite investment and construction procedures.

Based on the needs of each sector, field, and locality, proactively study and propose solutions to attract and promote investment in energy projects, energy efficiency projects, projects connected to circular energy models that both produce and consume energy, clean, green, and environmentally friendly energy sources, environmental protection, and other energy development activities in line with power development planning orientations and plans.
Regarding specific requirements, for projects/works that have been selected and have identified investors: relevant municipal Departments, Boards, sectors, and People’s Committees of communes and wards where projects are located are required to proactively provide guidance and closely coordinate with investors to complete procedures to accelerate the appraisal and approval of feasibility study reports, construction designs, and acceptance inspections for projects and works in accordance with regulations. Focus on fully completing site clearance, compensation, support, relocation, and resettlement for energy projects.
The Hanoi Power Corporation is required to focus intensively on investment and construction of important and urgent projects, including: the project to construct the 220kV transmission line supplying power to the 220kV Hòa Lạc substation (West Hanoi 500kV Hòa Lạc); the project to build the new 220/110kV Hòa Lạc substation and the 110/22kV connection section; the project to underground the 110kV power line through the Hanoi High-Tech Biotechnology Park project; and the pilot project for installing battery energy storage at 110kV substations across Hanoi, to be completed no later than 2026.
For projects that have not yet been granted investment policy approval and have not selected investors: the Hanoi People’s Committee assigns the Department of Finance to urgently take the lead, in coordination with relevant departments, boards, sectors, People’s Committees of communes and wards, and related units, to advise the Hanoi People’s Committee on guidance regarding investment policy, procedures for investor selection, and approval of investors for power source and grid projects included in the adjusted Power Development Plan VIII.
The Department of Agriculture and Environment is assigned to take the lead, in coordination with relevant departments and sectors, to urgently advise the Hanoi People’s Committee on selecting investors for the Hanoi waste-to-energy environmental improvement project.
For 500kV, 220kV, and 110kV transmission line and substation projects currently under construction: the Hanoi Power Corporation is required to focus on completing the following key projects: construction of the new 220kV Thanh Xuân substation; construction of the new 220kV Đại Mỗ (Mỹ Đình) substation; construction of the new transmission line from the West Hanoi 500kV substation to Thanh Xuân; construction of the new branch line connecting to the 220kV Đại Mỗ substation; and other approved energy projects. Urgently study and implement investment in and installation of battery energy storage systems (BESS) on the distribution grid to ensure electricity supply capacity for 2026 and the following years.
The Hanoi People’s Committee requires the National Power Transmission Corporation to focus on completing the following key projects: the 220kV Văn Điển substation and its connections; the 220kV Ứng Hòa substation and its connecting transmission lines; the 220kV Long Biên – Mai Động transmission line; the 220kV transmission line from the Đông Anh 500kV substation to Vân Trì; the 500kV West Hanoi – Vĩnh Yên transmission line; and the 500kV transmission line from the Hòa Bình 2 switching station to West Hanoi.
The People’s Committees of communes and wards in areas where power source and grid projects are implemented are required to concentrate resources to support investors in resolving obstacles during planning agreement, site clearance, and investment project implementation, in order to bring projects into operation as soon as possible.
Regarding planning updates for power source and grid projects: the Department of Planning and Architecture, the Department of Industry and Trade, the Department of Agriculture and Environment, the Management Boards of high-tech parks and industrial parks, the Hanoi Institute of Construction Planning, the Hanoi Institute for Socio-Economic Development Studies, and relevant agencies and units, according to their functions and duties, are assigned to proactively update and allocate sufficient land for power source and grid projects identified in the adjusted Power Development Plan VIII into the Master Plan of the Capital with a 100-year vision currently under study.
The Department of Industry and Trade is assigned to study and issue guidance on investment and installation of battery energy storage systems (BESS) on the city’s distribution grid to enhance the ability to absorb and effectively dispatch distributed renewable energy sources, store surplus electricity during off-peak periods to support system operation, and supplement solutions to ensure electricity supply for 2026 and the following years.
