On December 16, 2025, the International Economic Cooperation Conference on Energy and Free Trade was organized by the Institute for Brand Strategy and Competitiveness, serving as an open and in-depth forum for dialogue among policymakers, experts, businesses, and research organizations in the energy sector.

The conference was chaired by a Steering Committee comprising Dr. Vo Tri Thanh, President of the Institute for Brand Strategy and Competitiveness; Mr. Tran Quoc Khanh, former Vice Minister of Industry and Trade; and Mr. Nguyen Anh Tuan, Vice Chairman of the Vietnam Energy Association, with the participation of nearly 100 delegates from various ministries, organizations, and domestic and international enterprises
BESS – A Strategic Link for Green Growth and Global Integration
At the conference, Mr. Bui Xuan Binh, Chairman and CEO of GG Power (GGP), delivered a keynote speech titled “BESS – A Strategic Link for Green Growth and Global Integration.”

Mr. Binh analyzed the global competitive landscape, which is rapidly shifting toward sustainable development, where Battery Energy Storage Systems (BESS) are becoming an indispensable infrastructure of the green economy. He emphasized that clean energy and energy storage capabilities have increasingly become a prerequisite for foreign-invested enterprises (FDI) as well as manufacturing and export-oriented businesses, not only to meet emissions requirements but also to enhance long-term competitiveness.
Accordingly, investment in BESS delivers parallel benefits for governments, enterprises, and the entire energy ecosystem—ranging from strengthening energy security and optimizing power system operations to driving sustainable economic growth.

Opportunities for Vietnam to Become a Regional BESS Manufacturing Hub
Beyond his analysis of global trends, Mr. Bui Xuan Binh highlighted several of Vietnam’s strategic advantages in developing the BESS industry, including strong industrial manufacturing capabilities, a skilled technical workforce, a favorable position within the regional supply chain, and rapidly growing market demand.
He noted that, by effectively leveraging these strengths, Vietnam can move beyond the role of a technology consumer and emerge as a key manufacturing and export hub for BESS in the ASEAN region.
At the same time, Mr. Binh candidly pointed out the barriers currently constraining the development of Vietnam’s BESS market, ranging from the legal and regulatory framework and technical standards to the structure of the electricity market. On this basis, he proposed three core policy pillars to support the formation and growth of Vietnam’s BESS industry:
-
Completing the legal framework and technical standards for BESS
-
Recognizing energy storage services as an official component of the electricity market
-
Strengthening international cooperation and technology transfer policies

GG Power and the Path to Mastering “Make in Vietnam” BESS Technology
Concluding his speech, Mr. Bui Xuan Binh shared insights into this pivotal moment in shaping Vietnam’s new energy position, while outlining the long-term development strategy of GG Industries in the BESS sector.
Accordingly, GG Power has chosen a strategy focused on building its own teams and R&D capabilities, alongside receiving technology transfer, to gradually master BESS control solutions, system design, and product development. The company has been making significant investments in a BESS manufacturing facility with a designed capacity of 6 GWh per year, while developing a domestic supplier network, targeting a 52% localization rate by early 2027.
The successful deployment of 10 domestic BESS projects, together with signed contracts to export BESS solutions to the Indian market, stands as clear evidence of the capability of Vietnamese enterprises to master advanced technologies and participate deeply in the global energy value chain.
